When lodging an application for admission, you are expected to have already discussed your research proposal with a potential supervisor or otherwise made arrangement with an appropriate school or research center within the Faculty of Engineering and Information Technology.
A statement of research interest may be developed in conjunction with a potential supervisor, to help ascertain background experience in research; this typically includes a proposed topic area, a review of research already in that area, specific research questions, and a brief idea of how the research will be conducted.
